STATE CONTRACT FAQ

  • Almost any NYS agency, government entity, county, city, town, municipality, police or fire station, or non-profit organization can purchase equipment on NYS contract.

To confirm authorization, please contact the NYS Office of General Services:

  • No. See The NYS Procurement Guidelines “Procurement Basics” for rules on Agency purchasing:

    https://ogs.ny.gov/system/files/documents/2018/08/psnys-procurementguidelines.pdf

  • Only items listed on Better Power’s State Contract Pricelist may be purchased using the State Contract.

However, authorized users that wish to purchase a noncontract item along with a contract item, may do so on the same Purchase Order, but MUST clearly note which items are Contract items, and which items are not.

  • See Section 3 - Standards and Guidelines of the Base Contract for links to sites pertaining to standards for Personal Protective Equipment for First Responders and Radiation and Nuclear Detection Equipment, and/or contact the contractor or manufacturer for specification sheets and additional information.

  • The Department of Homeland Security Authorized Equipment List (DHS AEL) is available at https://www.fema.gov/authorized-equipment-list.

For questions about the DHS AEL, please contact your Grant Programs Directorate (GPD) Program Analyst or the Centralized Scheduling Information Desk (CSID).

You can reach the CSID by phone at (800) 368-6498 Monday - Friday, 8:00 a.m.–5:30 p.m. EST, or by email at askcsid@dhs.gov.

  • Drop-shipping from the factory to your location is always free.

If you need something shipped from our local warehouse in Rochester, NY, a noncontract freight charge will be quoted.

  • Is natural gas available at your site? If so, it may be the cleanest, most dependable source of fuel you can use. You will not have to refill a tank.

If natural gas is not available, propane vapor is the next alternative to consider. The propane supplier should be able to answer your questions about availability in your area and how large a tank you should consider.

Diesel fuel also requires a tank, which is sold with the generator. Diesel fuel is more polluting than natural gas or propane vapor, buy may be ideal for certain applications, such as larger towable generators.

Gasoline is preferred for smaller portable generators, but there are dangers associated with storing it, and it will degrade over time.

  • Aluminum is more expensive but does not rust. These enclosures can withstand a variety of weather conditions.

Steel is less expensive but is susceptible to rust after prolonged exposure to the elements. The manufacturer warranty on steel enclosures is one year.

  • A “Gaseous” generator is one that can be configured to run on either Natural Gas or Propane. You will need to determine the fuel type needed prior to placing the order.

  • Your electrician will tell you what voltage and phase is currently being supplied to your building.

Normally you would use that voltage and phase, unless a reason exists to change the service (which can be expensive). These are the voltages and phases which we supply:

    • 120/240Volt, single phase (written as 1ph or 1Ø)

    • 120/208Volt, three phase (written as 3ph or 3Ø)

    • 277/480Volt, three phase (written as 3ph or 3Ø)

    • 120/240Volt, three phase (written as 3ph or 3Ø)

  • For generators larger than 45kW, a battery is included, and will either be installed at the factory or during startup.

Natural gas/propane generators of 45kW and below are shipped without a battery, so you will need to supply it. Size: Group 26,CCA Cold Cranking Amps; 525 minimum. Example: AC Delco #2660 at 540CCA, or #2670 at 580CCA.
